Payroll outsourcing in Dubai: how to choose a payroll company

What payroll companies in Dubai and the UAE actually do, how mainland and free-zone employers differ, the questions to ask, and how to compare quotes.

Payroll in the UAE has no personal income tax to withhold, so many founders assume it’s simple. The work sits elsewhere: getting every salary through the Wage Protection System (WPS) on time, applying the leave and overtime rules in Federal Decree-Law 33 of 2021, accruing end-of-service gratuity correctly, and running GPSSA pension contributions for Emirati and GCC national staff.

What a payroll company in Dubai typically does

  • Monthly payroll run. Calculates gross-to-net, including allowances, overtime, unpaid leave and deductions.
  • WPS file. Prepares the Salary Information File (SIF) and submits it through your bank or exchange house, or gives you the file to upload.
  • Payslips and a monthly payroll journal for your accountant.
  • Gratuity and leave accruals. A monthly liability report, so the final settlement is never a surprise.
  • Final settlements. Calculates the last salary, leave encashment and gratuity when someone leaves. Check any figure with the UAE gratuity calculator.
  • Pension. Calculates and reports GPSSA contributions for UAE nationals and the home-country scheme for other GCC nationals.

What’s usually not included unless agreed: visa and Emirates ID processing (a PRO service), employment contracts, HR advice, and paying salaries from the provider’s own account.

Mainland vs free zone

Mainland employers are registered with MOHRE and must pay through WPS. Free-zone employers follow their free zone’s employment regulations and portal. Some free zones run their own wage protection or salary-reporting requirements, and DIFC replaced gratuity with the DEWS savings scheme. If you have entities in both, check that the provider has run payroll for that exact free zone before.

Questions to ask before you sign

  1. Who submits the WPS file, and what happens if a bank rejects a line? You want named responsibility and a same-day fix.
  2. What’s the monthly cut-off? Changes after the cut-off usually move to the next month or become a paid off-cycle run.
  3. How do you calculate daily wage, unpaid leave and partial months? The answer should match the law. Compare one sample payslip with our overtime and leave salary calculators.
  4. Where is the data stored, and who can access it? Ask about UAE data-protection compliance and access logging.
  5. What do you need from us each month, and in what format? A clean input template saves more time than any software feature.
  6. Can you cover our other countries? If you also have staff in Saudi Arabia or Egypt, one provider with in-country expertise can be simpler than three. Browse the provider directory.

Comparing quotes fairly

Ask each provider to price the same scenario, for example 25 employees, three joiners and two leavers a month, one off-cycle run a quarter, and annual gratuity and leave reports. Compare the total for twelve months, not the per-head headline.

Tip: Run a parallel month before switching. Have the new provider calculate a month you’ve already paid and reconcile the two line by line. Differences show up in leave, overtime and partial-month logic, rarely in basic salary.

Frequently asked questions

Do I need a payroll company in Dubai if I only have a few employees?
No law requires it. Small teams often use payroll software and a bank's WPS upload. Outsourcing starts to pay off when you have staff in several emirates or free zones, frequent joiners and leavers, or nobody in-house who knows the end-of-service and leave rules.
Is payroll outsourcing the same as Employer of Record?
No. With payroll outsourcing, your own UAE entity stays the legal employer and sponsors the visas, and the provider runs the payroll for you. With an Employer of Record, the provider's entity is the legal employer and sponsor, so you can hire without setting up a company. See EOR vs setting up an entity.
How are payroll services in the UAE priced?
Usually a monthly fee per employee, often with a minimum monthly charge. Year-end or exit work such as final settlements, off-cycle runs and visa-related payments may be billed separately. Ask for an all-in example for your headcount.
